Introduction to bizSAFE

bizSAFE is a nationally recognised capability-building programme designed to help companies build workplace safety and health capabilities.

bizSAFE is a five-step programme aimed at helping companies build up their Workplace Safety and Health (WSH) capabilities and substantially improve safety and health standards at the workplace.

Applicants embark on a journey, starting with the top management demonstrating their commitment to the cause, followed up by the acquisition of risk management capabilities and the implementation of a WSH Management System. Successful bizSAFE applicants gain recognition and enjoy the benefits of having a comprehensive WSH system in place.

  • Boosts sales: Many clients prefer to work with companies that have sound WSH systems and practices. Having a bizSAFE certificate will also help you to expand your business opportunities, as it is often a key requirement for contracts and tenders.
  • Increase quality assurance: bizSAFE can help to assure your clients that your company’s products and services are delivered by employees who work in a safe and healthy environment and improve your company’s corporate branding.

bizSAFE Level 1: In order to embark on the bizSAFE journey, your organisation’s top management has to attend a half-day bizSAFE Level 1 Workshop conducted by WSHC Approved Training Organizations (ATO).

In the bizSAFE training workshop, participants will learn about their legal obligations under the WSH Act and how to develop a WSH Policy that includes the commitment to manage terror risks at their workplaces.

bizSAFE Level 2: Your organisation must nominate a Risk Management (RM) Champion who will attend the two-day Workforce Skills Qualification (WSQ) Develop Risk Management Implementation Plan course or Workforce Skills Qualification (WSQ) Workplace Safety and Health Control Measures course conducted by the Workplace Safety and Health Council Approved Training Organizations (ATO). The Champion will learn how to develop a Risk Management Plan and how to conduct a Risk Assessment.

bizSAFE Level 3: Your organisation must implement the Risk Management (RM) Plan in your workplace to address all risks highlighted in the RM implementation plan in compliance with the WSH (Risk Management) Regulations.

Thereafter, you must engage a WSH auditor from an Approved Auditing Organisation (AAO) accredited by the Singapore Accreditation Council (SAC) to assess the implemented RM plan and certify that your company is bizSAFE Level 3 ready. Upon completion of the RM audit, you can apply for the bizSAFE Level 3 with the RM report for the organisation.

bizSAFE Level 4: Your organisation must appoint a Workplace Safety and Health Management System (WSHMS) Champion who will attend the four-day Workforce Skills Qualification (WSQ) Develop a Workplace Safety and Health Management System (WSHMS) Implementation Plan course or Workforce Skills Qualification (WSQ) Workplace Safety and Health Management course conducted by the Workplace Safety and Health Council Approved Training Organizations (ATO).

Following the course, the Champion will know how to implement a robust WSHMS for your company. Upon completion of the WSHMS plan, you may apply for bizSAFE Level 4 for the organisation.

bizSAFE Star: Your organisation must obtain an ISO 45001 certification issued by the Singapore Accreditation Council (SAC) accredited Certification Bodies or ISO 45001 certification issued by the Certification Bodies recognised under Mutual Recognition Arrangement (MRA) or SS651 with the Risk Management Report (See bizSAFE Level 3).

bizSAFE Level 1

The bizSAFE Level 1 certification is an integral component of the bizSAFE programme managed by the Workplace Safety and Health Council (WSHC). It offers CEOs and top management a comprehensive understanding of workplace safety and health practices. The certification explores topics such as the bizSAFE concept, risk management, the Workplace Safety and Health (WSH) Act, subsidiary regulations, and the code of practice for business directors. This certification allows participants to learn about their legal responsibilities under the WSH Act, develop a corporate WSH policy, and contribute to a safe working environment.

The bizSAFE Level 1 certification is valid for 6 months from the date of approval so long as there is no change in the organisation’s top management who attended the bizSAFE Level 1 workshop.

  • The certification is non-renewable once it expires.

bizSAFE Level 2

bizSAFE Level 2 acknowledges that your company has a qualified Risk Management (RM) Champion who can assist and mobilise relevant personnel in developing a risk management plan and performing a risk assessment. It equips participants with the knowledge and skills required to be a Risk Management Champion for the organisation, minimising risks at the source by managing the risk management process in the workplace. bizSAFE Level 2 entails developing a practical risk management implementation plan for the business that outlines the specific activities to be performed, the persons to carry them out, and the timelines for completion.  

The bizSAFE Level 2 certification is valid for 6 months from the date of approval so long as there is no change in the Risk Management (RM) Champion who attended the bizSAFE Level 2 course.

  • The certification is non-renewable once it expires.

bizSAFE Level 3: 

In order to achieve bizSAFE Level 3, the CEO and the top management of your company should recruit a MOM-approved independent auditor to evaluate and audit the Risk Management Plan and Implementation of your business. If the auditor concludes that your business has fulfilled the requirements of the MOM Workplace Safety & Health (WSH Risk Management) Act and regulations, the company may be granted the WSHC (WSH Council) bizSAFE Level 3 certification. The audit includes interviews with key staff members, document reviews and site inspections. 

The bizSAFE Level 3 certification is valid for 3 years from the date of approval.

  • The certification can be renewed 2 months before it expires. 

bizSAFE Level 4

The bizSAFE Level 4 certification equips participants with the knowledge and skills required to lead a WSHMS programme, enabling the company to develop a WSHMS implementation plan. It involves reviewing the business’s existing WSH policy, risk management plan, and WSH objectives and programmes. It also entails developing WSH management programme frameworks as well as emergency and response plans in compliance with legal obligations under the WSH Act, company safety and health needs, and other requirements.

The bizSAFE Level 4 certification is valid for 3 years from the date of approval.

  • The certification can be renewed 2 months before it expires.

bizSAFE Star

bizSAFE STAR is the highest level of accreditation in the bizSAFE journey, indicating that the organisation has achieved Workplace Safety & Health (WSH) Safety and Risk Management Excellence. Once your business attains the bizSAFE STAR status, it will be eligible for the following bizSAFE benefits.

The bizSAFE Star certification is valid for 3 years from the date of approval. Its expiry date is tagged to the organisation’s ISO 45001 / SS651 certification expiry date.
